Enable OpenPhish lookups (along with a hourly update cronjob), and the
FromNameSpoof plugin.

Including the configuration of the sauserprefs Roundcube plugin.

This is part of the work for issue #33.

Move the infrastructure code to the 'float' subdirectory, preparing
for splitting it into a separate repository, but keep the ai-specific
stuff in the 'rules' directory as before.
