The podman-pull-image command is renamed float-pull-image and it is
meant to work with Docker too: the docker_image Ansible module does
not actually generate a status in a way that is useful to us.

In advance of moving fully to Podman, which does not have a server
component in the first place. We are not using the Docker metrics
anyway.

Otherwise we risk referencing a source repo that does not exist, as
is the case for stretch-backports during a stretch -> buster upgrade.

Force an update when switching distributions

buster-backports exists now

VM shutdown uses ACPI signals normally, so make sure we
have acpid on the float hosts.

This variable is meant to explicitly kickstart a distribution upgrade
only. Whereas ansible_distribution_release is based on whichever
distribution is detected during an ansible run.

This prevents a race between podman and systemd on the 60 seconds
mark, which would cause systemd to kill podman while it's cleaning
up the container, leaving things in a corrupted state.

Ask docker/podman to terminate the container first, then issue SIGTERM/SIGKILL.
