Mis-matched job labels on LTS Prometheus

Most of our aggregate metrics do not maintain the job= label. When they are collected by the prometheus-lts instance, they gain a "job=prometheus-federation" label, which makes Thanos think they are two separate metrics. As a result, a lot of metric on our dashboards are duplicated.
