Force execution of the spam-routing Sieve script

ale requested to merge dovecot-force-sieve into master

It is too easy for users to mess up their Sieve filter config (via Roundcube) and lose the spam routing ability. Switch to using a sieve_before script instead of sieve_default, and set sieve_default to the empty script.
