Add a service to deliver static files with admin authentication

ale requested to merge files into master

Meant as a way to distribute large auxiliary content for admins (videos etc). It's just a static HTTP server behind the sso-proxy, with a dedicated data partition at /var/lib/ai-files, backups and all.
