Add a Prometheus instance for long term storage

The 'prometheus-lts' host group will host a new Prometheus instance (prometheus-lts) meant to host data for longer than the default 'prometheus' service.

Thanos query service will discover the prometheus-lts service and will query long term storage as needed.
