New tsig executable on new versions of bind-tools

blallo requested to merge new_tsig_func into master

In archlinux, and in general in newer versions of bind-tools (9.14.2 on arch), the api to generate dnssec HMAC-SHA* keys has been moved from the dnssec-keygen to the brand new tsig-keygen. This patch keeps into account this case, giving precedence to the latter, but falling back to the former.
