Previously the server would not see the updated data due to the update
cron job lacking permissions to restart the server systemd unit.

Useful in emergencies to undo mistakes done by set-hooks.

Should let gitlab-deps handle temporary unavailability of Gitlab on
startup, by simply retrying until the server comes back. The increased
RestartSec ensures we're not overwhelming the host with restarts.

Remove a spurious match left over from previous commit.

Replaces an ugly AttributeError stack trace if you invoke the command
without arguments.

The server needs the reverse dependency graph, make sure the
update-gitlab-deps script generates it as well.
